Therefore, in if treating to concepts that they send to the public, the fact is that each individual inside projects proper itself of the cultural identity and at the same time internaliza its meanings and values, becoming part of all, contributing to line up in the subjective feelings with the objective places that occupy in the social and cultural world. The identity is, for Hall (1998, P. 11): ‘ ‘ The identity, then, sews (or, to use a medical metaphor, ‘ ‘ sutura’ ‘) subject to a structure. It in such a way stabilizes the citizens how much to the cultural worlds that they they inhabit, becoming both reciprocal more unified and predizeis’ ‘. The citizen, previously lived as having a unified and steady identity, if becoming is broken up; made up not of an only one, but of some contradictory or not-decided identities, some times (HALL, 1998).

Thus, vote is identity, even so is not the same thing, finishes for constituting and/or constructing one alone context. In this way, it is perceived that the identity is something formed, throughout the time, through unconscious processes, and not something innate, existing in the conscience at the moment it birth. In Brazil, the identity politics was a process that it still initiated in its primrdios and was being constructed throughout the times. The elections come being carried through since its Settling and since that time they come suffering changes in some historical aspects from its electoral representations. Such fact can be verified tracing a parallel between them, starting for the Ordinances of the Kingdom, where Brazil divided its representation between them Executive (Emperor, Regent, President, Governors) the Legislative (Senators, Members of the house of representatives and Councilmen) and the Judiciary Power (Judges, Solicitors, Notaries). The form of legitimation granted for the popular suffrage at other times did not become through the votes of the citizens as if it knows today.
